Because the loads are different. Rain arrives on a fly at low pressure; a knee or an elbow on a wet floor concentrates body weight onto a few square centimetres. Makers who measure both usually publish a higher number for the floor, and 5000 against 4000 here follows that pattern.
Abrasion resistance where it is needed most. A floor is dragged over grit every time the tent is pitched and packed, and doubling the yarn weight there costs far less carried weight than doubling it everywhere.
