Why does a package weight matter?

Because it includes the stuff sack, any patches and the retail packaging. On a mat sold on lightness, the difference between the package and the mat can be a hundred grams or more, and the figure you carry is the second one. The listing publishes the first.

What does a 500 kg load rating mean on a mat?

It is a burst or static-load claim rather than a comfort one, and it says the chambers and seams will take far more than a person. It tells you nothing about warmth or about how the mat feels under a hip.
