Why is a labelled weight worth so much here?

Because the hub's own buying note says hammocks are usually listed bare and the suspension is often the heavier half. A figure stated to include both straps and both carabiners can be compared with a pack budget. An unlabelled figure cannot be compared with anything.

What is the TÜV attribution worth?

It names who produced the number, which is more than a bare kilogram figure does. It remains a maker's statement about the material, and how the hammock is hung and used is governed by the maker's instructions.
